Just to be clear...  Does the Vol pot work correctly when the neck pup is selected? If yes, then the Pot is fine and it's a pickup/wiring problem.

Sounds like you've got a bad earth on your home electrics.  Have you tried it in a different outlet in a different room. Or better still at a friends house?
