Sperzel Trouble

The pole in my d string tuner will not lower when I turn the wheel. I have never used the tuners I was just testing them to see if they would all work. This is the only one having a problem. Ive heard the wheel can cause problems if it is removed and it looks as if the wheel is right on the edge. Does anyone have experience/advice for this issue?

They're free-floating. Smack it once or twice, or give it a poke with a string. It'll probably move.
