Orange peel - water based lacquer

On my 15th and final topcoat I get some big blotches of orange peel.  Should I sand it down after it initially dries ( been 12 hours)  or should I wait for it to cure (125 hours at least) and run my normal sanding polish schedule? 

Not sure why this happened other then a temp drop, but all the other case from the previous days were fine.

You would normally wait till a finish cures prior to finish sanding.

Can I / should I spray another coat over it to try and get a smooth final coat?  Will it burn in?

If you already have enough finish built up it is probably not worth adding more coats. As it is water and not solvent based it will not really burn in like nitro would.
