There shouldn't be fees associated with refunds.
I sold something once and the shipping turned out to be significantly cheaper than what I quoted the buyer, so I gave him a partial refund, and there were no fees.

Agreed.  If you refund the buyer/sender, PayPal returns everything, and they will credit you the fee that they deducted from you when you received the payment.

In case of a partial refund, they also credit you the difference in fees between original payment and adjusted payment, unless it's too small to measure (i.e. less than 1 cent).
