Which neck would have smaller spacing between frets? 24"/22fret or 7/8 / 24fret

Which of these Warmoth necks do you think has smaller spacing between the frets (for small hands, coming from mandolin)?

the 24" Mustang neck with 22 frets or the 7/8 - 24 3/4" Warmoth style neck with 24 frets?

Spacing between frets starts largest at the nut and is directly a function of scale length.  A 24” scale length will always start with a smaller spacing than a 24.75” scale length.  The frets near the nut would be the ones to check to see if small hands can deal with the spacing.

Whether it is the 24th fret or the 22nd fret, those will both be pretty small spacing and hard to tell the difference.

I assume whatever neck you are going to buy you would use the same tuning scheme, right?

The way I see this, it doesn't make a difference how many frets there are.    If you want a shorter fret spacing, it requires a shorter scale length.

A shorter scale length always has less space between each comparable fret than one of a longer scale length regardless of the number of frets.
