What I know about doing that isn't enough to advise you, but it's enough to keep me from ever finding out. It's not a trivial task by any stretch of the imagination. If it was me, I'd be replacing the neck. You'd get fresh wood, a new finish, a working truss rod, and best of all, new frets (and they could be stainless steel frets, which are pure sex).
From what I understand, you have to get some uniform heating thingys to heat the neck up and soften the glue to get the fretboard off. Then, you'd have to route the channel to fit the new truss rod, as a double truss rod is twice as thick as a single one. The mounting points at either end are almost certainly different, so you'd have to cut/shape some wood to fill in the old holes, then machine it to fit the new. Then you have to glue the fretboard back on, which requires a pile of clamps. Finally, you'd have to clean all that work up, and probably refinish it. At that point, the frets are almost certainly not going to be level, so you're going to have to straighten those out and recrown/polish them.
