Tune-o-matic bridge pegs installation

Is it correct that the part of the pegs shown in my picture should fit into the bridge routed holes on a body and the remainder of the peg is forced in? Or should none of the peg fit in the hole before being pressed in?

It varies, but usually very little of the bushing will fit in the hole before it needs the additional press.  How far off is it?

Yeah, It should be snug and just need some pressure to seat securely.
There are soem different sizes from different manufacturerereres. (I know) you sure the body has the right size holes drilled?


 
Right now none of the peg fits into the holes drilled. However, it's very close to fitting and I think the only thing stopping it is that the holes were drilled before the finish was applied. I made this post because I'm wondering if I should sand it to allow the whole peg, none of the peg, or the non brushed part of the peg in before pressing it in.
 
If its just the finish that's too thick to let it fit, then yeah, I'd say sand it lightly, to make enough room.
Just be sure to keep it round and not get oval shaped hole, 'cause then, it'll wobble.
The 'brushed' or grooved part is to hold it in more securely.
The bushings should go in up to the flanged (flattened overhang) part.  
 
Every one from Warmoth I've gotten... and its been what... 4 bodies with TOM in the last few years... they've all needed some serious sanding/fitting of the TOM hole.

Now maybe if I had a hydraulic press large enough, but I don't.  The bushings wouldn't even start in the holes.  I used a Dremel sanding drum and lightly touched up the holes until the bushings just began to enter ok, then used gentle persuasion to get them fully seated.  Gentle persuasion was an old stud in the bushing (ok to beat it up a bit more) and a leather mallet and light taps.
