actually, I just did some poking around online, and basically, a raffle is NOT legal. This form of one anyway. A raffle must, in most cases, benefit a charity. It looks to be fairly complex, and the laws vary from state-to-state. It is considered gambling, and there's some big time laws dealing with that
A "contest" doesn't have to benefit a charity, but a contest has to have a "no purchase necessary" option. And that varies too (that's why everything seems to be void in Rhode Island).
It looks to be a tangled mess, and probably something we shouldn't do much. Or again. We can plead ignorance once, but...
