OFR wont tune

so i installed my first OFR yesterday and i tried to tune it when i got done but it wont.This is the 1st time iv messed around with one and was just wondering if im doin somthin wrong.The strings are hitting all the frets below the 12th but not at the 1st.I have the claw screws only part way in,do they need to be in farther? And could it be a truss rod problem?
 
I dont know the exact answer to your problem,but recently I re-setup one of my Floyd equipped guitars and found some of these sites very helpful..Anyway,just some thoughts..

If the strings are hitting the last frets, raise the bridge until all buzzing stops.  Put a capo on the first fret to eliminate the nut as a factor for now.  This will give you a starting point for everything below that.

Got a straightedge by any chance?
 
Sight down the neck looking from the body end, look to see if the neck is close to straight ( level) it should be almost flat but actually with a slight forward bow.

If that passes the first check, then you need to shim the neck or raise the bridge,  I hope you don't have a floating bridge, if your floyd is sitting flat on the body, I would suggest shimming the nect to change the angle, try to keep the floyd flat to the body if you can, you don't want it moving as you tighten the strings.

Do a google search for guitar setup, theres a lot of good stuff on setups ( I shoulda just said that first and shut up)
 
Shimming the Floyd saddles also makes a great improvement on your action.  Sounds like you just need to raise the bridge up a smidge.  I usually have my claw screws in just enough to level out the bridge and adjust tremolo tension to your liking.

I think you've probably got more six-stringers than me :p
