When I'm re-leveling my fretboard prior to re-fretting, how should I have the truss rod. Relaxed ?? or under some tension. The humidity here is like 25%. Any expert help would be appreciated.

Under enough tension to have the board as straight as itll get. Just make sure to keep checking it after each fret you seat. They have their own compression effect depending on the width of the tang.
you also need to properly support the back of the neck so it doesn't bow under your levelling pressure, creating a bow in the center. the neck should be supported when levelling the fretboard/fingerboard and when levelling the frets
This is a really long post, but a pretty darn good over view of the fret board leveling process. The guy sounds like he has confidence to spare, but the info seems solid. Hope it helps.
