I might drop down to 11's so I can tune up to C#. C# tuning works great as a "I play baritone cause I can't sing in Steve Perry Keys" as opposed to "B so I can play cookie monster meth detal" baritone usage.

I tend to think of a 28.25 scale baritone as a 25.5" scale guitar with the nut moved out two frets, which it is, rather than making guitar noises in the middle of the bass guitars range.
