Gloss, satin or flat paint under clear nitro for high gloss final finish?

Am I correct that for a high gloss final finish (black) I should paint with high gloss lacquer and finish with multiple coats of clear nitro, or should the paint be flat, satin, etc. in lieu of gloss, then let the gloss be built up with the clear?  I am looking for a really deep, high gloss final look.

It matters not too much, as you'll be sanding the paint coat flat anyway, however.... there may be a additives in a flat paint that make a gloss top coat more difficult to apply.
