Finish drilling holes for tuners

So I'm new to this game...

I ordered a Warmoth neck and the holes drilled for the tuners are not the same size through the headstock vs the headstock veneer.

The holes through the veneer are smaller, forming a lip on the inside of the hole so that I can't fit the tuners through the headstock.

Is this normal for Warmoth necks? I am supposed to finish drilling the headstock veneer holes so my tuners will fit?

I kind of thought everything would be aligned off the bat.

What tuner ream did you order? What type of tuners are you using? If it's drilled for Gotoh/Grover their supposed to be that way. Tuner goes in the larger hole in back, bushing goes in the smaller hole in front.

That's it! I had a set of tuners that were scavenged off another guitar.
