Schaller Tuners Not Fitting 25/64" Holes

I recently purchased a neck from Warmoth with 25/64" holes, listed as being for Schaller/Sperzel tuners. I followed the link on this page from Warmoth's site: https://warmoth.com/guitar-neck-tuner-holes - and purchased the Schaller tuners they had on there. Despite those being linked exactly for that tuner hole size, I found that the holes seem to be too small to fit the tuners. The neck does have a gloss finish on it. Do I just need to take some sandpaper to pave away a bit of space in there? Any tips would be much appreciated.

Yes, you need to use some sandpaper wrapped around a pencil or similar assuming you do not have a reamer.
