Not when all but one of the pieces is of a short length.
The only thing you need to worry about is the 2 foot piece from the bottom to the top. Fill that in with something rigid, and/or redesign the stand to use two pieces of pipe instead of one.

No. Not a steady cam. More of just a stabilizer / cage that was originally designed by FrugalFilmMaker ( youtube ) and that I have been modding to hold a Lilliput 7" and a Zoom H2 and also a mod to make it quick connect / release from a tripod so I can have my rig either on tripod or hand held within a few seconds.

I've got a Hague stabilizer but it's a nightmare (for me at least) to work with.

Yea. That's just like the one I bumped with my foot a few times until the bottom hoop holder, the tube welded to the main shaft, broke off.

there are many different grades of PVC. My estimations are based on the types I imagine would suck the least.

Understood about the grades of PVC.
The cam stabilizer (in 1/2" ) ... well I wouldn't sit one it. My camera is under 1 pound but I put more stress on it anchoring it to my sholder than the weight of a guitar.

You just made me imagine a Saturday Night Live skit based on one of us, who never buys anything pre-built, always has to build everything from parts. His whole house is full of stuff halfway completed, car is still without windows and a steering wheel, only the front yard grass has been planted, and so on...

Sounds like the premise of "The Red Green Show."
