Warmoth Roasted Maple Strat replacement

I have had a warmoth strat replacement neck (roasted maple, modern construction) for about a year now... and I have noticed a weird problem i don’t have on any of my other guitars.. I have noticed that even with the trem locked down, locking tuners, neck securely screwed in, truss rod engaged, that I can put the guitar +/- 20 cents out of tune, just by.. touching the tuners, or chording or... or even just putting the slightest pressure on neck in either direction.

It almost feels like the truss rod is doing nothing, or is in some weird neutral position. Is there something I am missing about the modern construction side adjust mechanism or something? Thanks!
