How did this happen?

This is my first paint job and I used nitrocellulose lacquer paint and clear from Oxford supply. I did my grain filler and sanding sealer. So the grain filler was that filla stuff on Amazon.😬 Then I painted it and put about 15 coats of the clear and waited just about a month until today and I wet sanded with 600 800 1000 1500 2,000 2500 3,000 and 3500 I think that's how it went then I polished it with a fine polish with like a t-shirt and then wiped it off with a soft cloth and really everything looks good except all those little holes in it. So you could tell in the picture before sanding started that there was orange peel but it seemed like it all sanded off. Is there something I could do to fix all this or would I have to send it down and do the clear again?

I’ll let someone more experienced than I reply, but the first thing that came to mind was there was silicon on the base material.
 
Okay I went back to make sure I had the right filler described but I didn't use that I used this.

It just means that there are still low spots. When level sanding unless the surface goes matt, prior to buffing you will end up with something looking like what you have. It should go flat and matt on lower grits, moving on to higher grits and buffing will not get rid of the low glossier spots.

You need to go back to lower grits and get it level. However, there is a likelihood you may end up sanding through the finish, especially if no levelling was done on earlier steps.
 
Strat, that makes tons of sense! Because when I first started with the 600 grit I never felt that I had sanded enough and thought I better not go any deeper because I didn't want to sand through but don't really think that I would have. And before I went to the next grit (like you said) it wasn't totally matte!!! Wow, problem solved! So I'll start over with that and hopefully get better results. I guess I'll go back to 600?
