How did this happen?

This is my first paint job and I used nitrocellulose lacquer paint and clear from Oxford supply. I did my grain filler and sanding sealer. So the grain filler was that filla stuff on Amazon.😬 Then I painted it and put about 15 coats of the clear and waited just about a month until today and I wet sanded with 600 800 1000 1500 2,000 2500 3,000 and 3500 I think that's how it went then I polished it with a fine polish with like a t-shirt and then wiped it off with a soft cloth and really everything looks good except all those little holes in it. So you could tell in the picture before sanding started that there was orange peel but it seemed like it all sanded off. Is there something I could do to fix all this or would I have to send it down and do the clear again?

I’ll let someone more experienced than I reply, but the first thing that came to mind was there was silicon on the base material.
 
Okay I went back to make sure I had the right filler described but I didn't use that I used this.
