I don't know about all cops, everywhere, but.... I had a cop for a landlord in Miami in the early 90's and he candidly told me they tap phones ALL the time. The only time the legality of a tap ever comes into question was if it is to be introduced into court. But if they hear Pete & Joe talking about a big shipment of "bicycle parts" and neither Joe or Pete own or sell bicycles, the cops just happen to show up at the right place at the right time. How many times have you heard the phrase "in plain view?" Like the cop just happened to be walking down a motel corridor, on the 4th floor, and just happened to peek through a window, and the dope dealers just happened to NOT EVEN PULL THE SHADES....
When I heard this, it explained a lot about what happened to some "acquaintances" of mine, prior to that in Austin. They just could not figure out how come the cops knew exactly who to bust, in the right order, to get to Mr. Big. Because you talked about it on the phone, Dumbo. The police will do whatever they can - like, don't buy drugs at a concert, huh? The police were selling LSD at Dead & Phish concerts then busting the buyers for possession, and that's legal.
