Gotoh SD91 tuners not fitting into 11/32 holes?

I just got my Warmoth neck and the headstock has 11/32 holes. I thought this should fit my Gotoh SD91 tuners, but the reams are not fitting in, and I'm afraid if I push any harder I'm going to break something. It's not a matter of snugness - it just plain doesn't fit.

Did I screw something up? Or does this need to be bored out? The headstock is painted, if that matters.
 
That's the right size. The paint sometimes leaves a bit of a lip on the holes, so the ferrules won't push in by hand. You need a press of some sort. Drill press will work. Also, they're supposed to be tight, so even without the paint lip you couldn't push them in by hand.

You don't want loose tuner mounts. Eats sustain.

The guy seems to be saying if you can't push them in by hand you're going to break the headstock. I'm just pretty nervous for my first build

He doesn't show pressing the ferrules in, he's talking about the tuners themselves. Vintage-style tuners are pretty sloppy so they'll drop right in, but the ferrules are a press-fit.
