Are Fender's Locking Tuners staggered like Sperzels?

Thinking of getting some for the Bari-Tele, don't want to use a string tree.

They are staggered in two different heights for E,A,D and a lower height for G,B and E strings on a normal scale length. At least the ones I have are.

The hipshot staggered 6 inline that I just bought on ebay come in 3 heights, 21mm, 20mm and 19mm, 2 each. For some reason they seem more precise than the Fender American standard that I usually use plus I don't have to drill holes for the hipshots.
