Annoying pickup bleed

I was noodling a bit on my Jackson recently and noticed something I haven't noticed before. Early when I got it two years ago I noticed that the pickups were bleeding off to eachother. If I switch to the neck pickup with the volume turned completely down and the bridge volume on full blast, I still get a signal. It's not that strong, but enough to be very noticable. What I did notice now though was that if I turned my Tone knob down, the bleed dissappereared. Now, is this caused by bad wiring or is it something that affects all guitars with two volume knobs? Would be nice to know since I was thinking of getting 2 volume knobs and a tone knob for my new one.
 
I'm not sure if it's "bad" (or faulty) wiring, or just "weird" wiring, but it's not "normal" wiring - assuming your guitar has both a 3-way or 5-way switch and 2 volumes.

Are you sure which PU you are hearing with the volume turned down?

It's only a 3 way switch, a tone knob and 2 volume knobs. Both pickups bleed through. Neck full volume, bridge turned down with 3-way on the bridge, I still get a weak signal. Reverse the settings and I still have a signal equal in strength. It's very annoying while reading tabs or watching videos while playing since you need to turn down both volume knobs and the tone knob to get it to be quiet, with high gain the amp is buzzing constantly if I don't turn everything down.
