I don't know, but I suspect it has to do with the vintage of the design they modeled their product on originally. If it happened to be during the years truss rod adjustment was done at the headstock, then the bodies/pickguards wouldn't be set up to do heel adjustments.
If the Warmoth neck & body I just received are any indication, it's worse than that: Since the 21-fret P-Bass fingerboard overhangs the neck heel & pocket, removing the pickguard isn't enough to access the truss road; you have to remove the entire neck!
...although, 4 screws versus 12, maybe I'd rather remove the neck than the pickguard?
