The actual purpose is just to be solder points for the PCB. Each one is connected to the larger upper vias (the holes) of the same name, and I assume CTS just put the names of the connections on there so you know which lug goes to each via. I doubt they're intended to be used in general but if you have a weird kind of setup it may be useful for one lead or another.
Doing it this way makes for a smaller overall package size. Traditional push/pull pots may be too deep for some applications.
