tuner holes specs

i have a non-warmoth neck where the tuner holes are supposed to be drilled for gotoh/grover.

but today i tried to mount 'gotoh locking vintage tuners' in it (http://www.stewmac.com/shop/Tuners/Guitar,_solid_peghead_tuners/Gotoh_Tuners/Gotoh_Locking_Vintage_Oval_Knob_Tuners.html?tab=Specs#details) and found the washer too loose a fit inside the tuner hole.

so i compared the specs of these vintage locking ones to the 'gotoh schaller style knob tuners' (http://www.stewmac.com/shop/Tuners/Guitar,_solid_peghead_tuners/Gotoh_Tuners/Gotoh_Schaller-style_Knob_Tuners_6-In-Line.html?tab=Specs#details) and found that the specs were different for the washer. while the locking vintage one's width reads .346" or 8.79 mm the gotoh schaller knob ones read .550" or 13.97 mm.

so what's this logic of neck builders to drill holes in neck for 'gotoh/grover' etc when the dynamics of each style of tuners within the gotoh line being different from each other?

and btw any ideas as to how to mount the locking vintage tuners into the existing tuner holes (which btw reads 9.6 mm)?

one of my friends suggests using custom made washers (of brass). is that ok? any idea of they are available readymade for different specs?

any other options?

you need a conversion washer.  the routing you originally wanted was the vintage size.

seems to be two conversion bushings : 3/8" and 10.5 mm - any idea which would be the right one?

According to the Warmoth site http://www.warmoth.com/Guitar/Necks/TunerHoles.aspx Gotoh/Grover holes should have a smaller lip that should have worked OK with Vintage tuner inserts. I guess they skipped that part.

If your holes are 9.6 mm now, go with the 3/8" / 10mm bushings. You may still have to use some sandpaper wrapped around a pencil to get them to fit perfectly, but snug is good.

I found another use for my large slip joint pliers yesterday. I started the tuner bushings by hand, then wrapped cardboard (inserts from the Warmoth body box) around the headstock and squeezed the bushings in with the pliers.
 
Are there any tuners that actually fit that Gotoh/Grover routing as is?

13/32 with an 11/32 lip. Looking around and not finding them
