Well in the end not what I wanted. Let me back up. I purchased a neck that already had seven coats of tru-oil on it. I scalloped the neck from the 12th down and therefore needed to finish the raw scallops. at the same time I wanted to put an opaque black on the headstock face and back. I decided to sand down the face and back and spray black lacquer. This all went smooth. However when I recoated the raw part of the neck I decided to do the whole neck. I put twelve coats on. the neck and scallop look great. The headstock buffed out fine but the oil finish shows swirls super easy. makes it look distressed or like a relic. I don't mind the way it turned out so I will probably keep it as is. but not what I intended. Just thought I would give you guys/gals the heads up.

so I just can't leave it this way. Today I wet sanded the headstock face and back with 2000 grit and mineral spirits, mineral spirits ia a solvent for the tru-oil I think I have all the scratches gone, but we will see. Right now I have just buffed it out with rubbing compound and am waiting for it to haze over then scratch remover then wax. will post results later.
