Treble bleed cap?

What's the best capacitor for a master volume control to maintain clarity when rolled down?

Yup same here.
Once in a while, I'll use the .180pf PRS type, depending one which of the two are available locally, but they both sound about the same.
 
It really does not matter. Neither the value (*within reason), nor tolerance is critical for that application, so you can just use whatever appropriately spec'd capacitor you have on hand.
 
Another option to consider, one which requires no additional components, is to modify the volume/tone circuit so that the tone control feeds off the output of the volume pot instead on the input. This is the principle behind the "Gibson 50s Wiring" and is really quite effective at eliminating high frequency loss when rolling off the volume. I prefer it to the performance of a treble bleed circuit and wire pretty much everything this way. You say you have a master volume; I'll attach the diagrams I have for Tele and for Strat control schemes here which should cover whatever you've got. At the very least it's a fun experiment that costs nothing more than some time and solder. It's just a matter of moving a couple of connections and so is fully reversible.
