Transparent blue finish on Swamp Ash

If you stain the wood first and then put the sealer over the stain it seals the wood so the filler will not change the color of the wood.  It locks the color in and acts as a barrier coat.

The dye has no sealing effect on the wood.  The reason Behlean wants it sealed before the filler is to stop the wood from sucking moisture out of the filler and to reduce shrinking. 

Remember finishing schedules are changeable depending on the desired final outcome of the finish product.  I fill some wood before sealer because I want the color of the wood surface to change.  I fill some after the sealer because I only want color down in the pours.  You should try it different ways on your test boards to see what you like.
