I bought these pots from Warmoth & all were new. However, they're all inconsistent in feel. Some are so loose they almost move by themselves & some are so tight you need to man handle them.
The two tone pots on my guitar are like that. One stiff, One loose. Fortunately the volume knob (only one i use really) is just right.
All three came in a set from Fender, too. Go figure.

I got all 3 of mine from Warmoth & all 3 feel totally different. from excessively loose, to medium to almost unmovable. I wish there was a way to tighten or loosen them so they could be uniform feeling.
Mine came in a preloaded Lace pickguard (strat) and both tones turn very tightly, yet the knobs on them don't grip the pots at all, so the knobs just spin around them. I think a company like lace would use decent pots, so maybe some a just flukes.

When I say "known good pots," I mean go to an electronics supplier in your area and try 'em out until you get a few that offer the resistance (or lack) you want and buy those ones. Or, if you feel like the inconsistency rises to the level of an actual defect in materials, return them for replacements, describing the issue you have with them and asking that replacement pots actually be tested for how they turn. As always, I'm sure Warmoth stands ready to honor reasonable requests.
