On a Strat, what is this useless cavity on the body?

Supposedly, or altleast it used to be the case, the MIM bodies were only finished and assembled in Mexico.  If the bodies were coming from the same place, why are they cut different?  Is there a MIA and separate "bound for Mexico" CNC machine?

I think that is only the case with Highway 1 fenders.. and they are labeled made in the USA

That was the case in the mid 90s; MIM meant painted and assembled in Mexico.  NAFTA?
