I am a total newb on the subject.

Does anyone know of a hardware interface (Presonus, Focusrite, Line 6, etc.) that will send audio to the PC’s sound card?

Why?  I see that all interfaces have a headphone jack.  What if a person would want to jam along with a YT video or audio track, etc. ?  Will the interface’s software allow this audio to be imported or can the audio from the guitar interface be pulled into the soundcard and through the PC’s headphones?
 
No but you would not want it to.

The external interface becomes your Soundcard at a higher quality than the inbuilt unit.

Playing along with Youtube, Mp3s is easy. And you can plug studio monitors into them if you prefer not to use headphones.

As you said PC I assume you run a Windows variant. In windows you can only set one default sound device, so set it for your interface. If the interface is unplugged it should revert to the inbuilt sound device.

Some folks like to have all sound devices active, which in Windows you can workaround with ASIO4all although I've never seen the need personally.
 
So how are you doing this?  I assume your headphones/speakers are connected to the interface.  How are you pulling in mp3, YT audio, etc.?

The interface would act as a direct replacement for the soundcard. It makes no difference to the PC if the audio device is an onboard chip, an old soundblaster or a high-end Focusrite et al.

Yes you plug them into the interface, which in itself is a Soundcard not just for your guitar, but for all the sounds of the computer.
