Its a Locking Lever and the left dial adjust the tension on the strings before it locks ... I'm surprised its in working order! Many people have said that over time this lever would fail, popping out the springs behind this nut and the parts aren't available...
I'm thinking that locking the strings from the side like that is a lot less likely to effect tuning as they are are locked in place. Does the lock function as the nut breaking surface, or is that handled by that metal piece in front of the lock?
