Dead spot in neck

So I have a cheap strat that I've been using as a sort of Frankenstein while I wait for my Warmoth.

Anyway, on the D string, 13th fret is a spot that seems to be 'dead'. Hitting it provides a rattling E, rather than a D#/Eb.

I did a quick search on "dead spots", but it seems to refer to sustain...this has nothing to do with sustain, the note is just wrong.

Action on the guitar is otherwise okay (not necessarily great). It didn't have this problem a few years ago in its original form (I took it apart, replaced the bridge, changed pups, etc).

I'd also like to take a moment to point out that when I get all my parts, I'm only going to do the most rudimentary assembly possible and then turn it over to a luthier. That means that if I've screwed this guitar up somehow...don't worry, I won't do it to my forthcoming Jazzmaster!
 
Hmm...thanks! I don't know thing one about fret dressing, but I'll look in to it.

Looking at the frets from an angle, it looks like #14 is roughly the same as the rest, but #13 actually seems to be a little tilted and lower than the others. Should I focus on 13 or 14?
 
If one fret buzzes like that its usually the next one. 13 may be low though.  If so itll need a spot level.

Got a straightedge?
