The center wire can't touch the back of the pot, or it'll just ground out. Just solder the braid, with the shielding between the braid and the wire intact, to the back of the pot.
I guess, if you want to call it higher output power mode =P
That'd be fun to wire in an EMG PA2 to the top poles...so that you get a gain boost when you go to humbucking too. I think then you could call it turbo =P
Passive pickups are going to buzz whether you shield them or not, unless you do an insane grounding job like this http://www.guitarnuts.com/wiring/shielding/shield3.php or just get an aluminum pickguard.
Shielding also increases the chances of grounding something out somewhere and having a huge...
What the fudge has the last person to mess with this done? It looks like they were going for a "cab under a comforter" sort of sound.
You probably just want to disconnect everything and then start from scratch with a diagram like this...
