Unlike most modern guitar tuners (Go away, vintage-style Klusons), many if not all bass tuning machines have a hole in the center of the spindle through which you are supposed to insert the end of the string before you take up the slack.  My guess is this gives a firmer anchorage vs. the higher tension/greater mass of the bass string, which might otherwise lose its grip on the tuner and go out of tune more easily.

So in these photos, there are loose string ends hanging out of the slots in the spindles, indicating the person who installed the strings didn't know what he was doing.

Edit:

Here's a handy bass-restringing guide.

Wow, that's something you don't see everyday: a LEFTHANDED bassplayer!
Who's got the dance moves to boot.

This thread will do, longish story short, setting up a 1992 Washburn M8 fretless in Rosewood fretboard with a transparent Burgundy finish

No wonder it didn't cost much, saddles up about halfway, even after I'd dropped them down to the deck the action was way too high, and the nut, looks original, I don't think they even thought about a fretless would need low nut action then a bass with jumbo frets,

Still at least it would explain the lack of Roundwound grooves in the fretboard. No one could play the bloody thing without their fingers falling off!

I'm sure I had a point to this when I started..
