wiring help.

I had a friend draw me up a diagram for my latest project.  I followed the diagram and everything works except the volume never goes all the way up or off
here is the set up


the guitar is a les paul body routed for three single coils
the set up is
three knobs (one a push pull) and a three way toggle

the knobs
master volume
tone for bridge
tone for neck  (push pull)

the three way is set up like a les paul
bridge
bridge / neck
neck

and the push pull puts the mid into the mix when ever it gets pulled up

here is the diagram

The et up all works, there is more hum than I like and the volume pot (the push pull) never really goes all the way up to 10, maybe 7 and never really goes off, maybe 4..
any help would be cool
