Staggered tuning machines...

Another sanity check before I proceed any further:

My Schaller tuning machines are staggered. It seems there are height-decrements in sets of two: high, medium and low.

Now, I am using the Floyd Rose string retaining bar - so as far as I know, that should eliminate the need to even use staggered tuners...?

Regardless, I still have them - so - whats the proper order to installing the staggered tuners? Common sense tells me the two highest would be for
the low E and A; the medium height would be for the D and G, and the lowest pair for the B and high E.

Any further advice and comments welcome!

Your instincts are right on both counts. You don't need them, but since you have them, the installation order you describe is correct.

With a floyd, if you could get close enough to the correct tension you wouldn't even need tuners, much less staggered ones plus a retainer bar. This takes the belt + suspenders idiom and ups it one.
