Short neck screws for contour heel UK

Does anyone know where I can get hold of some short neck screws in the UK. These are for a build with a contour heel. I need 38mm ones, but  can't find them the correct length and diameter (not even in hardware shops. Can't order from Warmouth as minimum order would be $25 + $30 shipping and that is just too expensive.
If not what is the best way of cutting down screws?

If you can't find them in the length you need, then the best method to shorten them would be a grinding wheel. But go slowly or use a cup of water to dip them to avoid overheating the screw. I've found that trying cut them with a saw usually doesn't work out well. When you get them the size you want, put a slight chamfer on the end.
