Poly over nitro

I sprayed a body with nitro paint and then sprayed nitro clear over it. I let it sit a month and then went back to level sand and polish and got it looking halfway decent going through all the steps from 320 to 3000 been using rubbing compound to polish it out. It looked halfway decent but you can see all those micro scratches in there and I just decided to level sand it back down and try to spray it with that watco clear lacquer and I never could get it to spray right it was either orange peel or way too heavy and I was sending it with Klean Strip laquer thinner. I think maybe if I had used a retarder it might have worked but that stuff is kind of hard to find and I just decided to go with Poly. So I sanded everything off except for the paint and probably some of the watco lacquer that was left because I didn't want to sand down into the paint and I tried spraying poly and it looks beautiful however I have pin holes and I guess you could say the paint was cured but I bet some of the watco lacquer wasn't fully cured. So just in case maybe I sprayed the first coat too heavy and that was the reason for the pin holes I sanded it down and did it again I've only sanded this body probably 20 times lol. I'm thinking maybe I just need to sand down and get all the paint off and start with a compatible paint for this poly. Is there anybody out there that thinks that this might be the reason? I'm talking instant pin holes or should I say at least within 5 minutes! I read somewhere that I did not let it flash long enough but I let each coat flash for 10 minutes and I was using Restoration shop RC 4221 urethane clear.
