Master Gel Top Coat is a blended urethane finish that provides very good resistance to water and alcohol, making it suitable for a variety of uses. It is self-sealing (no first sealer coat is required) and virtually colorless when dry. It has superb leveling properties, so you get a smooth, even finish. It is easy to apply, and so foolproof, it makes an excellent choice for finishing ":in the field". Master Gel dries to tack in 20 minutes and is hard enough to sand and recoat in 1 hour. (This item cannot be shipped by air service.)

And from the MSDS, it appears to be.  

I'm not against poly razz-ma-tazz super H49-molukaei finishes. I just like to point out that many "oil" finishes, are in fact, not oil finishes, and that real honest to Pete oil is totally different, and a joy to use, and live with, imparting a better finish in many instances.

Poly is great.  Its tough, and it can be ok to work with - just know what ya got before ya use it, y'know?  Don't wanna go down and get "oil finish" and then discover.. hey this is like thick varnish, not oil!~
