How do you make wood plugs?

I have an old neck with stripped screw holes.  I would like to make wooden plugs for the holes rather than using strips of wood/tootpicks and glue.  Can anyone tell me how to do this or point me to a tutorial on how to do this?  I must not be using the right terminology to search Google because most of the articles that I am finding talk about toothpicks and glue.  I am less concerned about saving an old neck than I am about learning a new technique.  Thanks in advance!

Get a piece of maple and make the plug on top of the grain. Don't use an end grain piece (which would be pretty unlikely, but throwing that in there for completeness.

Use a good glue like titebondIII , clamp appropriately, and cut them flush when done.

Thanks mayfly!  Things are much easier to figure out when you know the terminology.  Plug cutters!  And thanks for the tip about end grain too!!

I suppose you've already ruled out inserts. But they might be a good solution.
 
I don't know if I'd use a tapered plug for filling a screw hole to be redrilled. Sure it might leave a nice surface, but you don't want voids below when you start drilling.
 
@swarfrat - yeah, I was not going to use tapered cutters.  I want to try to make the neck as close to never drilled as possible.

@Hbom - I could use inserts but this neck is all messed up; it is twisted and the truss rod doesn't work.  This neck is just for experimentation.  Eventually, I will try to remove the fingerboard, replace the truss rod and maybe even try my hand at inlay
