No blaffen is correct. Blaffen is also the infinitive of the verb.

I just now remembered the saying, "Hunde, die bellen, beißen nicht", meaning "barking dogs don't bite" - and thus re-realised the bluffish nature of barking.

So, "blaffen" might be closer to bluffing after all!
