Dual action truss rod

I have a new modern neck with dual action truss rod. The neck had quite a bit of relief from factory. I have now turned the nut some and the neck is almost dead straight. The neck is off the body and not under tension in other words. I think the nut is getting quite hard to turn clockwise without at least a little bit of force. I’ve only had single action truss rod necks before and I guess the dual action takes a bit more force to tighten? And now the neck is off the body, so that also make if feel harder to turn the nut as I have the neck in one hand while doing it. Is this normal? Should it be quite hard to turn the nut as the neck is very close to straight? I don’t want to damage anything.

I'm just wondering if it's normal that the heel-adjust is quite stiff when tightening it clockwise to make the neck completely straight without tension (my neck had some relief from factory and wasn't straight out of the box).
 
I'm no expert, but I think you need to adjust the side screw when making adjustments to the heel adjustments. Someone more expert might elaborate
