This is a Swiss Folk Metal band, Eluveitie that features the instrument. www.myspace.com/eluveitie, http://en.wikipedia.org/wiki/Eluveitie. There is a hurdy gurdy band at our local Ren Faire every year.  Pretty cool instrument if you ask me. 
 
It does sound like bagpipes. But bagpipes sound bloody aweful, there is nothing worse then walking through edinburgh in the summer time cause there is a piper on every street playing the same god damn song over and over, the bagpipes should have been an instrument the English should have burnt and destroyed!

The Uilleann pipes sound a million times better!

No kidding. How that instrument ever gained any popularity is a mystery for the ages. But, while it's true the Uilleann pipes sound better, it's much like saying a poke in the eye is better than a kick in the balls. I mean, seriously. WTF? <grin>
