You could get this neck and body for $500. That leaves 500 for pickups and hardware!!

$200 for a partscaster?  Damn, that's highway robbery.  In that case, you could go with a hardtail strat with a prewired pickguard; the only thing needed then is a $35 setup as I'm assuming he can install a couple screws.
 
Well, if you're doing a full fret-level-and-dress, and so forth, it's not just a couple screws.  Depending on your neighborhood, 200 bucks for soup-to-nuts could be a reasonable price.
