Don't know that one is definitively better than the other; may depend on whether you are going for a more "old school" type of LPS build, like a '59 type with P90s, which would call for flat top, or a more custom modern type build that would incorporate a carved top.
I think some people might say that the added wood or the type of wood (like maple on mahogany) would have an effect on tone. Perhaps the added mass does have a small effect. I've heard some people say that maple on mahogany brightens the tone, but I've got an all mahogany LP and it seems plenty bright to me. Could be the pickups I got though. I like the look of the carved top a lot, but I understand trying to keep costs down.
I'd go for a carved top. it just looks more 'done' and its so much more prettier, imho. and yes, the added wood on a carved top guitar compared with a flat top gives it a different sound. most of the time it gives you a bit more growl and punch.
I think Flat Tops are easier to play, though. Just the way my right hand sits. Maybe because I learned on an acoustic, which is flat. Who knows - I just don't like playing carved tops. You should go play both. ALTHOUGH, when in doubt, get what's cheaper!
