Applying decal and finish

I am having a Bass built and I have spec'ed the headstock to be the same color as the body (green dye) with a gloss finish.  I have a waterslide I wish to apply.  Do I need to scuff up the headstock before I apply it and can I just use a gloss poly to cover it?
