The other pic of that I saw poster had them listed as "Zee Zee Top" and wasn't as cropped, so you got a good look at Billy's rig, before all the hype and myth was surrounding it.
Jimi was said to have called Billy the best guitar player. He's also said the same of Phil Keaggy and numerous others. Seeing as Jimi died in '70, this pic would have to have been well before 1970, so to put them on bigger stages and not playing proms where Jimi could hear of him.
