so what would open up  Mahogany neck and bodied guitar in the upper register. 
Adding an Ebony or Pau Ferro board to the neck
OR
a maple cap on the body

Laminate tops do not affect the tone in any significant way.

Get an Ebony board and trebley pickups.

You might also try a set of stainless steel strings. They're pretty articulate, relative to your typical nickel/steel stuff. They cost a little more, but not painfully so. A set of Ernie Ball Super Slinkys (.009-.042) are only $6.89 here, and can be had for less if you shop around. They last longer, so overall there may be no difference in cost to you.
