I've been at this Rock and roll thing for a while now, and I feel like I am pretty competent in the operation of, what I consider one of the single most famous amps in the know world, the Marshall "Plexi" 100w SLP

There is one variable that is different in my rig than most, I run a 120w 16 Ohm 4 x 10 open mid back, based solely on my theory of evolution of the circuit from the Bassman, which was designed to drive open back 4 x 10's originally.

Without further digression Here is my question:

Several people over the last few years have noted that when using a 100w SLP in a half stack configuration that attenuation is a necessity, Because while rated at 100w RMS some SLP's can spike at 200w dimed.

Is this the case with the modern hand wired series, or are they more stable and consistent than their predecessors?

That's correct. Not just for the SLP but also for other tube amps.
